One example is provided by the history of industrial organization, which has experienced three main waves of codification since the early nineteenth century: the development of engineering drawings in the nineteenth century, to codify physical objects; the Taylorist project of codifying human work during most of the twentieth century; and the ISO standard as a process of standardizing quality procedures in the organization at the end of the twentieth century. Each of these codification stages (which had a dramatic impact on the nature of industrial organization at that time) appears to have followed the three steps outlined by Cowan and Foray.

Under these conditions, the difficulty arises from the breakdown of the logic of consequence rather than from constraints on the information-handling abilities of the decision maker. The process of production and development of new knowledge works with such an ‘interpretive ambiguity’, that weaker degrees of rationality have to be Economics of Knowledge Reconsidered 33 considered. We will in particular emphasize in this book that, in such conditions, firms build competences that serve the function of creating order out of chaos and of imposing a degree of clarity in a fuzzy world.

This can be done in part by abandoning the vision of a purely linear process in the formation of knowledge, and in recognizing that knowledge does not only result from a one-way cumulative process (from information to knowledge), but requires continuous feedback loops between the different main components involved (data, knowledge, wisdom). 2 expresses this interactive vision of the knowledge-formation process. Such a conception of the process of knowledge formation requires explicit recognition of the cognitive features of the individual (that is, abandoning the rationalistic hypothesis of the separation between the knower and the known), and in particular of the role played by those cognitive mechanisms—memory, pattern recognition, perception, communicative skills—at the interface between experience and practice, on the one hand, and beliefs and judgements, on the other hand (Ancori 1992).
